Steam is not just for Multi Player games, I think the majority of games available thru them are Single Person. The best and biggest thing about Steam is that you buy the games online then download them to your PC. Very convenient (for me anyways) and they always have weekend specials or "packs" (several games by the same company or a series of titles) and you can get games really cheap.
They are probably using Steam to register the game so that is the method of anti pirating, rather than SecuRom which is a nasty form DRM. Also, because of differences in pricing, games bought in different countries can't necessarily be played in another country. There could also be Regional Coding, much like a movie on DVD might have. Also differences in NTSC and PAL standards. Chris.
