Say if for mutlitasking like doing photoshop or video editing, should one choose the later as in quad core?

I would go with the quad core over the dual core. These days, you can never have enough cores, especially with photo or video editing. And because I'm an AMD fan boy.

What is the video, gonna use the onboard?

The person has budget and never mention getting a graphic card, so yes, would be using the onboard and hopefully there won't be any issue when watching movie or doing photo editing, btw tks for the reply

If they already have the software for the photo editing, then you should be able to look at the system requirements to see if the onboard will work.
