Say if i create a pay pal donation or buy now button and link the code to my site, is it a must to create a acct with pay pal first and link the bank acct or stuff with it or one could create the donation or buy now button and create the acct later?

Lastly for using pay pal service, there would be charges incur?

You must create an account to either send or receive money thru Pay Pal. At first, they won't charge you anything to receive money, but after a certain time, they will want you to set up a Professional account with your bank account verified. Something to note, Pay Pal can take 3 to 5 days before the money someone sends you gets credited to your bank account (can be either checking account, savings or credit card)

Looking at your donate tab, is very straight forward, once user click on the tab, it would link one to the payment or dialog box whereby donater or user could input their particular but for my case i can't though i follow the step in pay pal, creating the button, copying the code and next pasting it on my site.

Btw do i need really need to register my paypal account before the donation tab could work? Cos i've yet to register but just basically creating and linking the code. As this is the first time i'm using pay pal. As for currency, do you think i should add USD or SGD format?

They don't call it registering, they call it a "verified" account. To get your money, you will have to verify your account. The only way to do that is to follow the instructions for your bank, and it must be done online. Or, you can choose to have Pay Pal send you a check, which will take up to a month to get to you.
Whatever currency you choose to use Pay Pal will convert it automatically from whatever currency someone sends you. So, if someone sends you USD, and your bank is SGD, Pay Pal will convert it. And they will take their percentage (I think it's about 3% of the transaction)
