They don't call it registering, they call it a "verified" account. To get your money, you will have to verify your account. The only way to do that is to follow the instructions for your bank, and it must be done online. Or, you can choose to have Pay Pal send you a check, which will take up to a month to get to you.
Whatever currency you choose to use Pay Pal will convert it automatically from whatever currency someone sends you. So, if someone sends you USD, and your bank is SGD, Pay Pal will convert it. And they will take their percentage (I think it's about 3% of the transaction)
