Encounter 403 forbidden error

I've successfully uploaded all data from my localhost to my webhost but yet got the above error, anyone kind enough to give me some pointer as how to resolve the above

Were you logged in to your webhost with the proper permissions? Chris.

A bunch of files inside a folder which is mean for my newly created web which i store in my localhost (intranet) and upload it to the webhost

I uploaded all the files but there is one failed files during the upload but i doubt it has to do with this. If i'm not wrong we need to upload the files to a www folder or create a .html sort of files

When i logged into my webhost> under file manager, there's the folder which i have uploaded as well as a .html file, i was wondering do is there any missing file or i might need to point to a particular folder to make it work?

I take it this one file transferred by itself when you found it, without issue?

As I would either think that this file is the problem, the size was the problem, the system you transferred from was a Vista machine, or there was a connection issue.

To test, I would delete the folder / files originally transferred to the servers and resend the exact same way looking to recieve the same error.

Latest update, i edited some of the lines of the session php file and uploaded it and thus overwrite the existing session php on the file manager on the webhost and the error is gone and now though i'm able to continue with pre install but were face wit hanother error which is
Unable to connect to the database:Could not connect to MySQL
